Multi-Academy Trust Graphics Programmes — Briefing a Subcontract Installer

A MAT graphics contract looks straightforward on paper: one client, one brief, one specification, applied across multiple schools. In practice, it is one of the more complex vinyl installation programmes a sign company or print supplier can run — because "multiple schools" means multiple buildings, each with different substrates, different access arrangements, different safeguarding constraints and different points of contact in the trust estates hierarchy. This guide covers what sign companies and print suppliers managing MAT graphics contracts need to know before subcontracting the installation — substrate reality, DBS requirements, scheduling across academic calendars, how to structure the brief and what separates an installer who runs MAT programmes smoothly from one who generates academy-by-academy problems.

Why MAT programmes are not the same as single-school jobs

A single-school graphics job has one building, one estates contact, one set of access arrangements and one substrate to assess. A MAT programme has all of those variables multiplied by the number of academies in the trust — and those variables rarely align neatly. A trust with eight academies might span a geography from Sheffield to Derby, include Victorian primary buildings with painted brick walls, 1990s secondary schools with smooth plasterboard and painted block corridors, and a recently converted PFI academy with architectural concrete and glazed partition systems. Every one of those buildings will require a different installation approach to achieve the same visual outcome — and if the sign company has produced a single print specification assuming one standard substrate across the whole trust, the installation programme will uncover that assumption at the worst possible moment.

The scheduling dimension adds another layer. Academic calendars are not standardised across a trust. Academies in different local authority areas may have different half-term dates. Individual academies have INSET days, exam periods, building maintenance windows and site access restrictions that do not apply trust-wide. The estates manager at the trust level may have central oversight of the programme, but the day-to-day access arrangements at each academy are managed by the individual school business manager or site manager — who has their own calendar and their own priorities. Getting a co-ordinated installation programme running across eight academies requires someone to manage those eight separate conversations, not just one call to the trust office.

None of this makes MAT programmes impractical to run. It makes them impractical to run without an installation partner who understands what a multi-site education programme actually involves — and has the operational systems to manage the substrate variation, the scheduling complexity and the safeguarding requirements without creating a management burden for the sign company or print supplier holding the contract.

Substrate reality in academy buildings — what you will find and how to plan for it

The substrate variation across a multi-academy trust is the single biggest installation risk in a MAT graphics programme. If the sign company or print supplier has specified a standard self-adhesive vinyl with no primer on the assumption that all academy walls are smooth painted plasterboard, the programme will fail at every building that deviates from that assumption — which, in a real MAT, will be most of them.

The common substrate categories in academy buildings:

  • Smooth painted plasterboard — the easiest substrate. Found in post-2000 new-build and refurbished academies. Standard vinyl adheres well if the paint surface is clean, free of contamination and not flaking. The risk here is paint quality — budget contract paint over bare board will pull off with the vinyl if the adhesive bond is stronger than the paint-to-board bond. A peel test before installation confirms whether primer is needed.
  • Painted concrete block or brick — common in 1970s-1990s school buildings. The texture of the block creates an uneven surface that prevents full vinyl adhesion across the whole graphic. Large-format graphics on block require either an over-laminated cast vinyl with high conformability, or a clear primer to fill the surface texture before application. Standard calendar vinyl applied without this preparation will show the block texture through the graphic and lift at the edges within weeks.
  • Painted brick — found in Victorian and Edwardian primary school buildings, many of which now sit within MATs. Similar texture challenge to block, with the additional complication that old painted brick may have multiple layers of emulsion with varying adhesion quality. Pre-installation patch testing is mandatory before committing print to these walls.
  • Polished block corridors — found in 1980s secondary schools. The polished surface reduces adhesion significantly. Cast vinyl with appropriate primer or mechanical fixings for large-format graphics on polished block. This substrate category is frequently underestimated in MAT programmes where the specification was written based on one school visit and then applied across all academies.
  • Architectural concrete — found in PFI new-builds and post-2005 academies with exposed concrete feature walls. High-pH concrete surface must be fully cured and pH-neutral before vinyl is applied; adhesion failure on fresh or high-pH concrete is a common cause of expensive remedial work on academy graphics programmes. pH test strips on site before installation.
  • Glazed partition systems — increasingly common in academy refurbishments and new-builds. Standard window vinyl film applies well to flat glass, but manifestation vinyls on glazed partitions must meet BS 6262 safety manifestation requirements at 850–1000mm and 1400–1600mm bands above finished floor level. Some trusts specify this requirement trust-wide; others expect the installer to confirm compliance on site.

The correct approach for a MAT programme is a pre-production substrate survey at every academy — or at minimum a systematic surface condition report completed by the installer before material is produced. This is not an additional cost; it is the process that prevents the much larger cost of reprinting, rescheduling and managing substrate failure complaints across eight academies simultaneously.

DBS requirements — what the trust expects and how to brief your installer

Every person who works in a school or academy building without direct supervision by a member of staff is, from a safeguarding perspective, working in a regulated activity. Under the current DBS framework, working in a school is a regulated activity whether or not the installer is in direct contact with pupils — the nature of the environment, not the specific activity, determines the classification. This means every installer working on a MAT graphics programme requires an enhanced DBS check, and in most cases a check against the children's barred list.

This is not a bureaucratic formality. Most trusts and individual academies will not grant site access without confirmation of valid DBS checks before the visit — and "the installer is coming today" is not a basis for an access exception when the school business manager is following safeguarding policy. Sign companies and print suppliers managing MAT contracts who assume the installer will "sort out the DBS on site" will encounter access refusals.

When briefing a subcontract installer for a MAT programme, confirm the DBS status before booking the first academy visit, not after. Ask for:

  • Evidence of enhanced DBS check, including barred list check
  • Date of the check — trusts commonly require checks within the last three years
  • Whether the installer is registered with the DBS Update Service (which allows real-time status checking and avoids the need for a new check on each programme)
  • Confirmation that every person on site carries their DBS documentation, not just the lead installer

The trust may also require the sign company or print supplier to carry out a contractor induction before the first site visit — a process similar to the NHS contractor management system described in other guides in this series. Allow time for this in the programme schedule; it is not instantaneous.

Scheduling a MAT installation programme — the practical reality

The academic calendar creates the framework for MAT installation scheduling, but it is not as simple as "install during school holidays." The practical scheduling constraints in a real MAT programme:

  • Holiday period access is not guaranteed across all academies simultaneously. Different academies in the trust may have different half-term and holiday dates. More commonly, access during holidays depends on whether the site manager or a keyholder is available. A trust with eight academies will have eight individual arrangements for holiday access — some with a resident caretaker on call all holiday, some with a one-week window when a keyholder is available, some closed and inaccessible from end-of-term until the week before term starts.
  • Summer holidays are the longest window but not always the easiest. Deep cleaning, maintenance works, building works and refurbishment programmes are all concentrated in the summer holiday. A MAT programme that plans to install across all academies in the six-week summer holiday may find three of the eight academies unavailable due to building works, floor resurfacing or other access restrictions.
  • Term-time installation is possible for small-scale or urgent refreshes. Early morning slots (before 8am), after-school slots, Saturday mornings and phased corridor-by-corridor installation during lesson periods are all viable for graphics that cannot wait for the next holiday window. The constraint is disruption management — the installation must be fully contained within the agreed areas, with no materials, tools or personnel in any area where pupils are present.
  • INSET days are access windows, not installation days. Staff use INSET days for training and preparation. The building is occupied by staff throughout, and access to specific spaces depends on what is happening in those spaces. Treat INSET day access as bonus capacity, not as a reliable installation window.

The practical output of the scheduling process is an installation programme document that lists each academy, its available access windows in priority order, the installation sequence planned for that site, the contact name and number for access and the contingency if access falls through. This document is built before the first installation visit, reviewed with the trust estates co-ordinator and updated as the programme progresses.

What to include in the brief to your subcontract installer

A MAT installation brief that works is more detailed than a standard commercial installation brief. The additional information that the installer needs:

  • The academy list with addresses. Not the trust's central office address — the actual site addresses of every academy in the programme, including any academies with unusual access arrangements (gated sites, out-of-town locations, shared campus sites with other schools).
  • The substrate survey results or surface condition notes for each academy. If the survey has already been done, share the results. If not, this is the first task for the installer — and the brief should specify what information the survey needs to capture: wall substrate type, paint condition, surface texture assessment, any areas with existing graphics to be removed first.
  • The graphics schedule for each academy. What is being installed at each academy, in which locations (corridor A, sports hall north wall, entrance reception)? Are the same graphics going into every academy, or do individual academies have site-specific variations? The installer needs this to plan the installation sequence at each site.
  • DBS documentation requirements. What does the trust require, and by when? Does the installer need to attend a contractor induction before the first visit?
  • Contact names at each academy. The trust estates co-ordinator centrally, and the site manager or school business manager at each individual academy. Both are needed — central co-ordination does not always translate reliably to individual academy access without a direct relationship with the person who holds the keys.
  • Photo documentation format. How many shots, at which stages, in what file format and to which email address? Standardising this across the programme means the sign company receives consistent documentation across every academy without having to chase for photos site by site.
  • What happens if access fails at an academy. Who does the installer call? How is the reschedule authorised? What is the abortive visit procedure? Access failures happen in MAT programmes — the brief should define the process in advance so it does not become a crisis when it occurs.

What separates a MAT-capable installer from one who is not

Most commercial vinyl installers can competently install a wall graphic in a clean, accessible building during normal working hours. The qualities that distinguish a MAT-capable subcontract installer from a general commercial installer are operational, not technical:

  • DBS checks already in place and maintained — not something that needs to be arranged on request for each new education programme
  • Experience of working in occupied and semi-occupied educational buildings — awareness of safeguarding obligations, appropriate conduct around pupils and staff, and the practical discipline of working in a live school environment without creating disruption or safeguarding concerns
  • Substrate assessment capability — the ability to identify, on site, whether a wall substrate will accept the specified vinyl or requires a primer application, and to communicate that back to the sign company before material is committed
  • Programme management capacity — the ability to co-ordinate access arrangements across multiple academies simultaneously, manage the scheduling calendar across holiday periods, and maintain the documentation trail across the full programme
  • Consistent availability across the programme duration — MAT programmes run over multiple visits spanning several months; an installer who is available for the first three academies and then unavailable for the next five is not a viable MAT programme partner

When evaluating a subcontract installer for a MAT programme, the questions to ask are about operational capability — DBS status, education sector experience, substrate assessment process, scheduling systems — not just technical installation skill. The technical skill is necessary but not sufficient.

A note on programme documentation for the trust

Multi-academy trusts are accountable organisations — they operate under governance frameworks, scrutiny from Regional Schools Commissioners and, in many cases, inspection by Ofsted or sector-specific regulatory bodies. When a trust spends budget on a trust-wide graphics programme, the trust board or finance committee will want evidence that the programme was delivered as specified at every academy.

This means the sign company or print supplier holding the MAT contract needs to be able to provide photographic evidence of delivery at every site — not a general statement that "the programme is complete." The photographic documentation produced at each academy by the installation team is the evidence base for the delivery report to the trust. If the documentation is absent or inconsistent, the sign company is in a weak position when the trust asks for confirmation of completion.

Brief the installation subcontractor on photographic documentation requirements at the start of the programme, not retrospectively. Define the shots, the format and the delivery timeline. Consistency across the programme is what makes the documentation useful — and consistency requires a documented standard, not an informal understanding.

Summary — the briefing checklist for a MAT installation programme

  • Academy list with site addresses and designated site contacts
  • Pre-production substrate survey — carried out at every academy before material is specified
  • DBS documentation confirmed and provided before first site access
  • Installation schedule built against each academy's access windows, not just the academic holiday calendar
  • Graphics schedule per academy — what goes where, site-specific variations noted

A MAT installation programme that has all of this defined before the first visit will run considerably more smoothly than one that relies on improvising solutions to substrate surprises, access failures and documentation gaps as they arise across eight academies over a six-month programme.
